As you already know, on Monday, I submitted my report to the Minister of Public Works and Government Services on the audit that he requested of the government’s handling of three contracts awarded to Groupaction, worth a total of $1.6 million.
Our audit revealed significant shortcomings at all stages of the contract management process: the decision to contract the work; developing the contract specifications, selecting the contractor; and ensuring that the government got what it had contracted for before the contractor was paid.
The three contracts were awarded by parts of Public Works and Government Services Canada, namely the Advertising and Public Opinion Research Sector and the Communications Coordination Services Branch.

I worked with the Canadian Science and Technology Foresight Pilot Project (STFPP) team to develop, implement, and host a week-long virtual workshop/conference to elaborate and develop the initial findings from a series of onsite workshops and technical panels that were held in the fall of 2002.
My part: Searched for and read a couple of hundred public library collection development policies, and then, working with my client and the original concept he had for the study, generated a series of questions, which were eventually cut in half and placed into ten categories.
