Veterans’ ministers and senior officials from five nations met in Paris last week to share knowledge and discuss issues involving veteran and military communities.
The second International Veterans Administrations Ministerial Summit involved ministers and officials from Canada, New Zealand, United Kingdom, United States and Australia, and was hosted by Australian Minister for Veterans’ Affairs, Bruce Billson.
Mr Billson said the changing profile of the veteran community and the transition from military to civilian life, were key issues of the summit, which highlighted the need for innovative approaches to identifying veterans’ needs and providing appropriate and timely support.

The position of Minister of Veterans Affairs (French: Ministre des Anciens Combattants) was created in 1944.
The Department of Veterans Affairs Canada was split from the Department of Pensions and National Health and was given the responsibility of administering benefits and pensions for war veterans.
Today the department is largely responsible for medical care and pensions for aging veterans via the Canadian Pension Commission, War Veterans Appeal Board, and Bureau of Pensions Advocates.

The Prime Minister of Canada stated on October 1, 2003 that the Liberal Caucus was in favour of providing the Veterans Independence Program to all widows, without reference to the commencement date in the present Regulations of May 12, 2003.
The Honourable Minister of Veterans Affairs Canada, Dr. Rey Pagtakhan, told the House of Commons in Question Period on November 3rd, 2003 that the proposal regarding regulatory changes concerning VIP for widows has been approved by the major veteran organizations of Canada.
The National Council of Veteran Associations (NCVA), which represents 47 veteran organizations in Canada, was present at those meetings and raised serious concerns about denying this benefit to a number of widows of the seriously disabled veteran pensioners.

One 87 year old RCMP Veteran, on his death bed, signed an application Form applying for the CVSM, and, with a smile on his face, knowing his war time service was finally to be recognized, died shortly after.

Federal Department of Veterans Affairs officials were in attendance to hear from the Veterans on these issues and address their areas of concern.
A commitment was made by Veterans and representatives from across Canada to appoint regional representatives to a national body that will continue to lobby the federal government to address the issues the First Nations Veterans are facing and move forward on the establishment of instruments of recognition.
The Veterans have asked that a national monument be constructed and a special commemorative medal be issued to all those who fought for Canada overseas.

Prime Minister Paul Martin called Caribbean leaders Sunday to ask how Canada can help, and will tell the UN on Monday that Canada is ready to join an international stabilization force, Graham said.
