Per Treasury Regulations section 1.107-1(a), the housing allowance must be provided in exchange “for services which are ordinarily the duties of a minister of the gospel.” The regulations under section 107 reference the regulations under section 1402 for a definition of the duties of a minister.
Ministers should be made aware that their housing allowance is dependent on regular performance of duties as defined in IRC section 1402.
If the minister does not have the strongest evidence in support of her claim to the housing allowance, the performance of ministerial activities during the year should be documented.

MINISTER, MR T.A. Mr Manuel was born on 31 January 1956, grew up in Kensington, Cape Town and matriculated from Harold Cressy High School.
He headed the treasury and exchequer account and was ultimately responsible for disbursing more than R27 billion from the provincial fiscus.
This period in the National Treasury saw him develop and produce innovative strategies on the risk management of the government's debt portfolio, managing government's international borrowing programme and managing the relationship with credit rating agencies and international banks.
