The Minister responsible for La Francophonie is one of three ministers currently associated with the Department of Foreign Affairs.
It is traditional that the minister be from Quebec or from a Francophone community outside Quebec.

 La Francophonie - Wikipedia, the free encyclopedia
La Francophonie (formally l'Organisation internationale de la Francophonie), a French language term coined in 1880 by French geographer Onésime Reclus, brother of Elisée Reclus, to designate the community of people and countries using French, is an international organisation of and governments.
Summits of the Francophonie are held every two years, at which time the leaders of the member states have an opportunity to meet and develop strategies and goals for the organisation.
The Permanent Council of the Francophonie consists of Ambassadors of the member countries, and, like the ministers conferences, its main task is to plan future summits and also to supervise the implementation of summit decisions on a day-to-day basis.

The third reason is that Canada believes membership of Israel and the Palestinian Authority in La Francophonie would be an asset in bringing the two opposing parties together.

Foreign Affairs Minister Lloyd Axworthy and Minister for International Co-operation and Minister responsible for La Francophonie Diane Marleau today welcomed the establishment of the International Trust Fund for Demining and for the Assistance of Mine Victims in Bosnia and Herzegovina by the government of Slovenia.
The Ministers' statement coincides with the first donor conference for the Trust Fund, which is taking place in Ljubljana, Slovenia, November 8 and 9.
Canada's contribution comes from the $10 million it announced for mine action in Bosnia and Herzegovina last March, which was itself sourced from the five-year, $100 million dollar Canadian Landmine Fund established in December 1997.
