While Minister without Portfolio is seen by some as a mere patronage appointment, it has been a role that numerous political notables have played over time, including recent Prime Minister Jean Chrétien, who filled the role in a Pearson cabinet in the 60s; John Turner also "kept a seat warm" in a Pearson cabinet.
The title of Minister Without Portfolio has been used off and on, with its peak during Trudeau's first period in office, during which the staggering figure of 17 ministers without portfolio were appointed over an 11-year period.
The Ministers and Secretaries (Amendment) Act, 1939 (Section 4) (http://www.irishstatutebook.ie/ZZA36Y1939S4.html) allows a member of the Government of Ireland to be assigned, but not having charge of a Department of State, such a person is referred to as a "Minister without portfolio" (Irish: "Aire gan ceannas Roinne").

By an obvious extension it was soon applied to the job of the minister in charge of a department, as in “ministers were appointed to the portfolios of foreign affairs, war, commerce, justice and finance”.
They were dubbed ministers without portfolio, which has led to a perennial parliamentary joke about such persons being spotted carrying a portfolio (one recent minister without portfolio is even said to have had “minister without portfolio” written on his portfolio).
Such ministers without portfolio, exalted personages though they may be, have on occasion been seen as somehow lightweight, lacking in that deep engagement in matters of State expected of those with a “proper” brief.

The title of Minister without Portfolio has been used off and on; however, in recent times the title has fallen out of favour, and the last minister without portfolio, Gilles Lamontagne, was promoted to postmaster general in 1978.
The practice has continued under the guise of ministers of state without responsibilites in the ministers' title, with Don Boudria being the last person to hold such a position (while concurrently serving as house leader).

On 22nd January, 1943, Hitler dismissed Schacht as Reich Minister without Portfolio because of his " whole attitude during the present fateful fight of the German nation." On 23rd July, 1944, Schacht was arrested by the Gestapo and confined in a concentration camp until the end of the war.

When the Liberal government fell as a result of the Shell Crisis of 1915 and was replaced with a coalition government dominated by Liberals still under the Premiership of Asquith, Lloyd George became the first Minister of Munitions in 1915 and then war secretary in 1916.
He progressed to replace Asquith as prime minister of a new wartime coalition government between the Liberals and the Conservatives.
However, he died shortly afterwards without ever taking up his seat in the House of Lords at the age of 82.
