Israel insisted the material was non-toxic, was to have been used to test filters that protect against chemical weapons, and that it had been clearly listed on the cargo manifest in accordance with international regulations.
Israel is not a signatory to the Biological and Toxin Weapons Convention (BWC).

Israel does have an earlier version of the PAC-3, known as the PAC-2, but it is significantly less capable and evolved than the PAC-3 and is mostly geared toward an air defense mission.
Israel is doing its citizens a great disservice by depending so heavily on a system (like the Arrow) that has not been tested in realistic circumstances against actual Scuds.
If Israel's new blustery posture of reprisal is based on an unwarranted faith in its ability to repel all missile attacks, then it also must be ready for the possibility that some warheads or chemical/biological agents may get through.

 DEFENSE MINISTRY TO DEVELOP PILOTLESS ANTI-MISSILE PLANE
The Ministry of Defense has decided to move ahead with plans to develop a missile-bearing pilotless plane capable of flying at 50,000 feet and attacking long-range missiles upon their launch, rather than during their re-entry as with the Arrow anti-missile missile, HA'ARETZ reported.
Israel is raising the concept of the defensive craft now because of developments in research for the project and because of increasing awareness in Washington's political establishment of the dangers posed by the Iranian long-range missile project.
A delegation from the Defense Ministry is scheduled to depart for Washington this evening, where it is expected to engage in preliminary discussions with Pentagon counterparts on the year 2000 Defense Ministry budget.

As for the remaining aid, which Israel can convert into shekels for local development and procurement efforts, competition is fierce not only among service branches of the IDF, but between the IDF and departments within Israel’s Defense Ministry, such as the Space Programs Directorate.

On January 4, 2003, Israel test-fired four Arrow 2 ballistic missile interceptors from a military base south of Tel Aviv, marking the beginning of the latest round of joint exercises with the United States.
