Ministry of Justice officials state that restraints are used inside prisons only when prisoners have been violent and pose a threat to themselves and others, or when there is concern that a prisoner might attempt to escape.
Ministry of Justice statistics indicated that 1.5 percent of the 24,661 women deported in 1999 were deported as prostitutes (others who worked in the sex industry were deported for other reasons).
According to the Ministry of Justice, there were 126,982 foreign women who overstayed their visas in 1998; it is not known how many such women are involved in the sex industry or have been trafficked.

Japan was invited by the Community of Democracies' (CD) Convening Group to attend the November 2002 second CD Ministerial Meeting in Seoul, Republic of Korea, as a participant.
In November an advisory group to the Ministry of Justice proposed that potential refugees who are subject to deportation due to their lack of a visa status should be granted legal protection from deportation until the Justice Minister decides on their refugee applications or complaints.
Ministry of Justice sources said that the economic recession, the enactment of a package of measures designed to counter illegal immigration, and the aftershocks of the terrorist attacks of September 11 were among the reasons for the drop in the illegal immigrant population.

The Ministry of Justice is in charge of a broad area of legal affairs, which include civil, criminal, immigration and other matters.
In particular, it takes charge of nationality, family registration and registration of real estate, prosecution of criminal cases, correction and rehabilitation of offenders, litigations involving the interests of the State, immigration control and registration of foreign residents, and the protection of the rights of citizens in general.
Thus the Ministry of Justice is primarily responsible for maintaining the legal order of the country in which the rule of law is ensured.

This is despite 483 applications (as of August 2004) for refugee status in Japan from people with Turkish nationality (mostly Kurdish asylum-seekers) since Japan ratified the Convention relating to the Status of Refugees (the Refugee Convention) in 1982.
