Minnesota's fifth district could soon elect not just the state's first fl member of congress.
Professor LARRY JACOBS (Humphrey Institute of Public Affairs, University of Minnesota): The fifth congressional district, where Ellison was running, is one of the most liberal Democratic districts in the country, and Ellison was the most liberal candidate in the Democratic primary on issues such as health care.
Ellison pretty systematically went through the district and other parts of the Twin Cities meeting with Jewish leaders, meeting in temples, holding forums, and talking to a good number of Jewish leaders and members of the community, and I think he put to rest a lot of the concerns.

At-larges delegates consist of all delegates elected to the national convention except for congressional district delegates.
Another important distinction is whether delegates are "bound" or "not bound" to vote for the same candidate the voters in his or her state or district supported in the primary.
When an individual formally releases delegates already pledged to him or her - a withdrawing candidate must specifically free his/her own delegates to vote for whomever they might choose during the Convention - it is not a requirement for those delegates to vote for another candidate who is endorsed by the withdrawing candidate.

Oberstar, a 16-term veteran and the senior member of Minnesota's congressional delegation, faced Republican Rod Grams, a former TV anchorman who won the Eighth District when he was elected to the U.S. Senate in 1994 after representing the Sixth District in the U.S. House for a term.

Consequently, I know that Rod Grams, who works mostly in DC and is privy to the beltway gossip, is seriously interested in running for the seat (the farm where he lives, and the radio stations that he and Chris own, are all in the 8th CD).
I guess the land rights issue could be the big divide, though, because Lourey and Ness are clearly on the leftwing fringe on those issues, where Sertich and Bakk are more in line with Oberstar and Grams.

Unique features include the lichen covered granite outcrops for which the refuge was named and the nearly 2,000 acres of native tall grass prairie.

BIOGRAPHY OF WILLIAM L. Carss was born in Pella, Iowa (February 15, 1865) and was educated as a civil engineer.
There is information on the construction of the Duluth aerial lift bridge and harbor improvements; agitation for a Coast Guard station in Grand Marais; information on the progress of St. Lawrence Seaway proposals; the establishment of the Superior National Forest; individual immigration cases; and petitions to repeal wartime liquor prohibition laws (1919).
There are also political correspondence files containing letters from prominent Minnesota and national political figures, relating especially to the campaigns of 1924, 1926, and 1928, with a few items concerning the 1918 campaign.

 VIN WEBER: An Inventory of His Congressional Files and Related Papers at the Minnesota Historical Society
Weber was elected to the U.S. House of Representatives in 1980 in what was then Minnesota's Sixth Congressional District.
He was returned by the voters five times as the representative from the Second Congressional District, which was created in an early-1980s redistricting and included most of his old Sixth District.
Weber had a district office at St. Cloud prior to redistricting; during subsequent terms he concurrently operated district offices at Marshall, New Ulm, and Willmar.
