Minor civil division (MCD) is a term used by the United States Census Bureau to designate the primary governmental and/or administrative divisions of a county, such as a civil township, precinct, or magisterial district.
MCDs exist in 28 states and the District of Columbia.
In states that use MCDs, when any portion of the state is not covered by an MCD, the Census Bureau creates additional entities as unorganized territories, that it treats as equivalent to MCDs for statistical purposes.

Civil boundaries are the limiting lines of jurisdictional authority for the various levels of government.
For example, a civil township boundary is deducible as such from the area codes on either side of it.

In 21 states where MCDs do not exist or are not adequate for reporting subcounty statistics, the Census Bureau, in cooperation with state and local officials, delineates county subdivisions known as Census County Divisions." NOTE: Indiana does have MCDs, which are representative of civil townships.
MCDs are variously designated as American Indian reservations, assessment districts, boroughs, charter townships, election districts, election precincts, gores, grants, locations, magisterial districts, parish governing authority districts, plantations, precincts, purchases, road districts, supervisor's districts, towns, and townships.

 MAINE GEOGRAPHIC CODES FOR MINOR CIVIL DIVISIONS
The Maine Geocodes were developed by the State Planning Office and were adopted by the Governor in July, 1971 as a method of providing a unique identifier (a unique number) for minor civil divisions (cities, towns, reservations, etc.) within the state.
The Geocode is a 5-digit number that consists of a 2-digit county number (this is a federal code) followed by a 3-digit code that refers to the minor civil division (example: the code for Kennebec County is 11 and the Geocode for Augusta is 11020).
If a minor civil division is legislated out of existence, the Geocode will be retired and tracked in related history databases.

The utility must state whether it actually provides service in each of the minor civil divisions listed, as determined by the farthest extent of its distribution facilities that are or that can be used to provide service to consumers.
