The Monument commemorates what some members of The Church of Jesus Christ of Latter-day Saints (the LDS Church, see also "Mormons") call the Miracle of the Gulls.
This event, popularly called the "Miracle of the Gulls", is well-remembered by Latter-day Saints as a miracle.
The seagull (California gull) is now the Utah State bird.

The Miracle of the Gulls is often credited by Latter-day Saints ("Mormons") for saving the Mormon pioneer's first harvest in Utah.
For this reason, Seagull Monument was erected and the California gull is the state bird of Utah.
Historical evidence furthermore suggests that the gulls arrived after much damage had already been wrecked by frost and drought and that the "miracle" was not commonly recognized as such until after it occurred.

Ornithologists have noted that gulls, whose spring and summer habitat centers on the shores of the Great Salt Lake, regularly return to the valleys of the Great Basin to devour crickets, grasshoppers, and other insects, and that the 1848 appearance of the gulls was therefore not unusual.
In honor of this occasion, the indigenous California gull became the Utah state bird, and in 1913 the Seagull Monument on Temple Square was dedicated to commemorate the birds´ role in the 1848 crisis.

As promised, I got to the bottom of this sea gull mystery and I'm happy to say that my research just might cause a lot of tourist brochures, not to mention the World Book Encyclopedia, to be changed.
And the "sea gull" is NOT the Utah state bird.

I can't see but a single piece of medical equipment (the hoyer fit in one of the larger closets without a single twist required.) There's a damned attractive courtyard three feet from where I'm sitting and past the window.
Every so often, I can gear gulls (it's 200 feet past my window and requires getting up to actually see water, but I can hear the gulls.) A tired puppy is curled up next to me. I can reach my CPU for the first time in months.
