The J8M project resulted as a direct response to the imminent deployment of the B-29 Superfortress in 1943.
While Mitsubishi developed the airframe, Yokosuka developed an engine based on the Walter HWK 109-509 and training gliders, the Yokosuka MXY8 (army designation Ku-13).

The Mitsubishi J2M "Raiden" (雷電, "Thunderbolt") was a single-engine, land-based fighter aircraft used by the Imperial Japanese Navy in World War II.

 Yokosuka MXY8 - Wikipedia, the free encyclopedia
The Yokosuka MXY8 Akigusa (秋草, "Autumn grass") was a training glider built in parallel with the Mitsubishi J8M rocket-powered interceptor aircraft.
The J8M was to have simply been a licence-built Messerschmitt Me 163, but due to difficulties in obtaining technical materials from Germany, it eventually had to be designed almost from scratch.
The MXY8 was designed in parallel with the J8M to validate the design, and then to provide pilot training during the development of the actual interceptor.

Shortly after instructing Mitsubishi to undertake the design of the J8M1, the Navy initiated the development of a full-scale glider version which was intended to provide data on the handling characteristics of the tailless J8M1 and to be used for training of J8M1 pilots.
At the end of the war Shusui production was already under way, and the Navy had instructed Mitsubishi, Nissan and Fuji to produce two versions of the aircraft, the J8M1 armed with two 30mm cannon and the J8M2 in which additional fuel tanks replaced one of the wing mounted cannon.
