Mitsubishi and the Japanese government have been negotiating the agreement since May, when the Space Activities Commission — Japan’s top decision-making body on space issues — designated the H-2A as suitable for privatization as a part of a government-wide reorganization.
The government acceded to Mitsubishi’s demand that the H-2A be designated as the vehicle of choice for launching state-funded payloads, but the issue of vehicle modifications has proven more problematic.
Mitsubishi also is looking at developing or buying new turbopumps to replace those now in use on the rocket’s LE-7A first stage engine, Kurihara said.
