		BANGUI, 24 Dec 2002 (IRIN) - Several cases of meningitis have been detected in the southern Central African Republic (CAR) city of Mobaye, on the border with the Democratic Republic of the Congo, according to Medicos Sin Fronteras (MSF-Spain).
		He added that an MSF team would fly to Mobaye by the end of this week to assess the situation to determine whether or not it was a contagious form of meningitis.
		Mobaye and other areas have been isolated from the capital, Bangui, ever since the failed October coup attempt by supporters of the renegade CAR former chief of staff, Gen Francois Bozize, who still controls areas in the north and south.

		Meanwhile, almost all the Congolese soldiers who fled into the Mobaye area from the DRC in July have been repatriated to Kinshasa by CAR and Congolese authorities, Adeniji said.
		The departure of the soldiers allowed the deployment of MINURCA troops and international observers to Mobaye for Sunday's voting.
		The presence of thousands of Congolese soldiers and the associated insecurity had delayed the fielding of MINURCA troops and monitors to Mobaye, which is one of the CAR's ten designated electoral observation sites.

		Bangassou is one of the bigger towns in the CAR, but it rarely sees travellers today and its population is slowly packing up and leaving.
		Until the mid-80s it was the major transit point into the Democratic Republic of the Congo for travellers with their own cars, but the more popular route through Mobaye started to draw travellers, and the government's recent closure of land borders to foreigners hasn't helped either.
		The ferry operator was difficult to find even when the ferry was working.

	Central African Republic: Elections
		Over 200 international observers are being fielded to monitor the elections, and MINURCA troops have been deployed to nine designated electoral monitoring sites at Berberati, Kagabandoro, Bangassou, Bossangoa, Bozoum, Bouar, Bambari, Nedel and Birao.
		The planned deployment of observers and troops at another designated monitoring site, Mobaye, had not yet taken place due to insecurity resulting from the recent influx of thousands of soldiers to that area from the Democratic Republic of the Congo (DRC).
		The mutinies, essentially triggered by salary arrears and public discontent over social and economic problems, killed hundreds of people, displaced tens of thousands and resulted in widespread looting and destruction of small enterprises and factories in the capital.

		The number of Congolese arrivals in CAR stood at some 6,800 in Bangui, 14,000 in Mobaye and its environs, and about 2,000 in Mongounba and the south-west late last week, humanitarian sources stated.
		Included in those figures were disarmed Congolese soldiers - about 6,000 in Mobaye, 300 in Bangui and 100 in Mongounba - the status of whom was uncertain, with some wanting to remain in CAR but others wishing to return to DRC to resume fighting, they added.
		Sanitation conditions were reported to be deplorable, especially at the Bangui port area where thousands of refugees, particularly new arrivals, were temporarily based.
