The model rocket, and perhaps more importantly, the model rocket motor, were both designed in 1954 by Orville Carlisle, a licensed pyrotechnics expert, and his brother Robert, a model airplane builder.
Model rocketry is, and has been since it began with Carlisle and Stine, one of the safest hobbies available for youths and adults.
This is due to the Model Rocketry Safety Code, which specifies the two parts that make a safe flying model rocket: the pre-manufactured motor and the light-weight model rocket itself.

Large Model Rocket (LMR) is an FAA designation for a model rocket that is between 454 grams (16 ounces) and 1500 grams of mass, including propellant, -OR- contains more than 113 grams (4 ounces) but less than 125 grams of propellant (all motors).
Many modelers also recommend that stronger 24mm motor tubing, such as that from LOC or Aerotech, be used for models flying with composite motors.
It is therefore natural for fans of rocketry to look at the prices of the ingredients of an engine and think to themselves that such engines really can't be all that difficult to make - and that "home made" might be not only cheaper, but just as good as factory engines in other ways.

This is a misclassification over which the rocketry community has been fighting the agency since APCP first mistakenly appeared on the list of explosives back in the '70s, and they've never been able to get them to remove it, despite pressure from sympathetic legislators.
Ignoring the fact that the hobby of building model rockets has created at least a couple generations of rocket engineers, some argue that still, it is "just a hobby," and can't justify the possibly increased risk to the public welfare of reducing restrictions.
I think the fact that the ATF is trying to regulate something that is actually safer than the alternative tells you that the safety of the public isn't their real motivation.
