A forum moderator is someone granted special powers to enforce the rules of an Internet forum (Message board or Electronic mailing list)(or, as the case may be, their personal whim; the title refers to the powers more than the intent).
However, on boards intended to be public, moderators are generally accorded additional powers to enforce forum rules and conduct administrative tasks that cannot be trusted to ordinary users (such as pinning threads—if any user were allowed to pin his or her own thread, chaos would ensue).
Certain users, generally moderators and administrators, may be able to post in closed threads, depending on the specific software package and configuration, although of course allowing too many users to post in closed threads defeats the purpose of closing the thread in the first place.

In nuclear engineering, a neutron moderator is a medium which reduces the velocity of fast neutrons, thereby turning them into thermal neutrons capable of sustaining a nuclear chain reaction.
Commonly used moderators include deuterium (as heavy water), hydrogen (as ordinary or light water) and graphite.
The wonderfully practical CANDU reactor's moderator is notably simple: a large tank of room-temperature heavy water that circulates to disperse heat.

The emitted neutrons typically have energies on the order of 1 MeV, but the chain reaction process is most efficient for neutrons with 1 eV of energy.
Although some of the energy can be lost through inelastic scattering off of other uranium nuclei in the reactor, the rest must be lost through the use of a moderator.
Material used on Nationstates to maintain the extreme left-wing bias and prevent the influx of Conservatives that would lead inevitably to a critical mass of Internet Politics and nuclear explosion.

A neutron moderator is normally a material full of atoms with light nuclei which do not easily absorb neutrons.
Because more free neutrons are released from a uranium fission event than are required to initiate the event, the reaction can become self sustaining--a chain reaction --under controlled conditions, thus producing a tremendous amount of energy.

Actually, it would be more like an 'always on' videoconference study hall than a classroom, since participants aren't logged in to listen to some instructor drone through a half-prepared lecture on the symbolism in James Joyce, they are there to interact with each other by-the-by as they do other work.
An instructor is present, of course, to participate, answer questions, and generally fulfill the role of coach, moderator and encyclopedia.
But the instructor doesn't hog the bandwidth - students can read online texts, watch instructional videos or work through a programmed envrionment if they want some sort of information dump.
