Grand Moff Wilhuff Tarkin (64 BBY - 0 BBY) is a fictional character in the Star Wars universe, portrayed in the film Star Wars Episode IV: A New Hope by British actor Peter Cushing.
It is known that at this point that Tarkin was already a regional governor, a position that, according to a deleted scene from the movie, had not existed for very long.
As a countermeasure, Tarkin proposed dividing the Empire into "priority sectors." These would overlap the existing astrographic and political sectors and be defined by the level of treasonous activity.

I agree that Tarkin and Vader are about the same rank, but in different branches of the Empire, although I think that at the time of ANH Tarkin was more important and more useful, Vader came to more prominance and use later.
Tarkin is integrual to Palpatine to oversee the Death Star.
Tarkin is very much a political head of the empire, a decision maker, he has absolute rule of much of the Empire.

I always got the feeling that Vader and Tarkin were equal in standing but from totally different branches of government and that Vader deffered to Tarkin while on board the Death Star because that was Tarkin's personal command.
It's possible that Tarkin is privvy to secrets that no one else knows, whether he's really an old friend of Vader's from way back or just the couple of decades between Episodes 2 and 4 (which would probably still qualify as "old friend").

We saw a lot of high-ranking officials were aboard the Death Star (when Tarkin announced that the Emporer had dissolved the Senate), so if they were still on-board when it blew up, there would've been a power vacuum.
Tarkin would've had one, and the Emporer would've had one at his command as well, as he wouldn't trust Tarkin with such a weapon at his disposal.
We can't forget about the secret Imperial Installation that was commanded by Grand Moff Dalla that was builing a death star was well as holding the ultimate weapon, the Sun Crusher.

Moffs are placed in control of planets or certain sensitive Imperial locations, so perhaps Grand Moffs(if there were more than Tarkin) held sectors in control, and the Moffs reported to them.
While Senator Palpatine is still in plotting mode, There is a trade summit on a planet called Eriadu and Chancellor Valoruum stays at Tarkins home (he is the governer of the planet) at Palpatines request.....

Actually, it makes sense that Tarkin may not appear in a prominant role until later if you remember that his rise in power corresponded with the rise of the Emperor.
It would make a hell of alot of sense for Tarkin to be seen somewhere as he works with the Emperor to gain control over the Senate.
In my humble opinion, the man for the job of a young Tarkin in the prequels is none other than the fine British actor Tim Roth.

The Grand Moff Tarkin Mini Bust will be released on October 15th and stands 5.5" high.
I have to say I love the concept of doing the mini-bust to include the Grand Moff's Chair.
