 Defining Security: Normative Assumptions and Methodological Shortcomings
Mohammed Ayoob, Ole Wæver, as well as Michael Klare and Daniel Thomas explain conceptions of security, which, although they include a broader range of threats than the traditionalists, are still largely state-centric.
Ayoob (1997: 130) argues that national security is a function of state building, which requires that a state possesses more than simply "security hardware" (control of coercive force) but also "security software" (legitimacy and integration).
Ayoob also meets this criterion because he identifies a political threshold for when any issue can be considered a security threat as well as excluding potential non-state security issues.

In Chapter 2, Mohammed Ayoob of James Madison College at Michigan State University begins with "The New-Old Disorder in the Third World." He argues that there is, in fact, "a remarkable degree of continuity from the earlier epoch of bipolarity" in explaining violence in developing countries.
Whereas some analysts have called into question the legitimacy of the concept of the "Third World," Ayoob sees the category as a sensible way to group together a "weak intruder majority" of countries that lack power in their position at the bottom of the international hierarchy.
As with Ayoob regarding the Third World, however, Shenfield sees heuristic value in examining what used to be called the "Second World" of the Soviet Union and its clients in Eastern Europe.
