Based on the experience of a Mohlakeng Township Site and Service Scheme that was undertaken between 1990 and 1994, the paper examines some of the implications of the flexible use of the term 'community' in South Africa.

The primary goal of the project was to develop and test a multi-service model which would support families with disabled children and enable them to meet the needs of their children and to improve their own and their children's circumstances.
Parents need to be reassured that their disabled children can be helped and that places for them in the neighbourhood facilities do exist.
The Mohlakeng public needs to be made aware that disabled people are not deviant, incompetent and unhealthy objects of fear who are perpetually dependent upon the welfare and charity of others.

 Star - Teachers harassed us, says grieving mother
The principal and teachers of a 12-year-old who died after allegedly being kicked by a fellow pupil have been accused of harassing and intimidating her grieving family.
Neo Mathlabane's adoptive mother, Minah Ntsoeleng, said last night that the principal and staff of Mohlakeng Public School in Randfontein stormed into her house yesterday, cursing and accusing the family of lying to the media.
Ntsoeleng has alleged that on November 17 Neo was left writhing in agony until she died, while teachers stood and watched.

The education minister has visited the family of a 12-year-old schoolgirl who allegedly died from injuries inflicted by a fellow pupil at school.
In November, Neo Motlhabane, a Grade 5 pupil at Mohlakeng Public School in Randfontein on the West Rand, died from head injuries.
She had allegedly been kicked by a 14-year-old schoolboy, which caused her to fall on her head.
