 JPRI Working Paper No. 48
Okinawans, too, were outraged by the perceived tendency of the Japanese Ministry of Education (Monbusho) to conceal the wartime atrocities of the Japanese armies in Okinawa.
The primary motive of the Monbusho apparently was to defend Japanese troop conduct in the Battle of Okinawa, which was consistent with the Monbusho's reaction to Ienaga's description of the Nanking massacre.
Because of the disadvantages faced by textbook writers vis-à-vis the Monbusho are so overwhelming, Ienaga's modest victory in his third lawsuit was widely hailed as a great victory that stopped the march of the Monbusho juggernaut and reversed the losing streaks of authors and publishers over the last two decades.

The Monbusho scheme covers a two months stay in July-August or January-February in a state university in Japan and few selected specialized institutions in order to generally facilitate and encourage academic exchange between Japanese and Western scholars.
Participants should have taken their Ph D degree or be in an advanced stage with their dissertation and are selected from all academic fields - about 80 percent of the 60 participants in Summer 1997 were technicians and natural scientists, but also anthropologists or researchers in Chinese or Japanese studies were selected.

I use the term "frequency-based approach" to mean the following: the order in which the kanji appears in textbooks or kanji workbooks when chosen based on the kanji's perceived fundamental importance in (a) society or (b) the particular textbook chapter.
Monbusho is concerned with placing kanji in an order based on "importance," in light of the age of the learner.
It is my opinion that textbooks generally follow the Monbusho example, and do not usually dare to teach a kanji that is not considered "important" in beginning levels.
