The Town of Monroe Landfill is an unlined, uncapped municipal solid waste landfill which has not had a formal closure plan created that has been accepted by the NYS Department of Environmental Conservation (DEC).
Simply put, to "close" a Landfill the Town of Monroe was required to conduct a closure investigation, including groundwater and other monitoring tests, and create a closure plan for the DEC to review and approve.
It should be noted that the Town is continuing with their proposal to convert the old Landfill to Athletic Ballfields for recreational use by town residents.

Monroe - Town officials are asking the state to kick in more money for a long-awaited landfill closure that could cost more than double what they expected.
For going on 18 years now, Monroe has been working at a leisurely pace on plans to cap a small dump that the state ordered shut in the late 1980s, when similar municipal landfills throughout New York were getting the boot.
Monroe applied a few years ago for a $750,000 grant through the same program when the project's cost estimate was lower, but never got an answer from the state DEC, which distributes the funding.

 Monroe's new master plan needs a clearer vision
The rewriting of a town's master plan is a very important issue, as it is the defining document that all future laws will be based on.
While it does do a good job of taking stock of Monroe and listing an extensive inventory of our population, roads, housing, and schools, what is obviously missing are the proposed means to implement any goals or objectives for the immediate and long-term future of Monroe.
According to New York state law, the purpose of a master plan is to "identify the goals, objectives, principles, guidelines, policies … for the … protection, enhancement, growth and development of the town."

At the town board meeting on Aug. 23, Doles informed the board of a project he was undertaking to introduce an energy-saving initiative by encouraging citizens and local developers to incorporate alternative energy strategies of solar, bio-mass and other technologies into their building plans.

During the July 21st 2003 Monroe Town Board Meeting, Monroe Volunteer Ambulance Corps personnel made a formal presentation of Bi-Phasic semi-automatic defibrillators (AEDs) to the Harriman Fire Department, the Harriman Police Department, the Monroe Fire Department, the Monroe- Lakeside Fire and Rescue Company, and the Village of Monroe Police Department.
Monroe Ambulance hopes and strives that these additional AEDs distributed among the first responders will cut down significantly in heart attack deaths in the Monroe Community.
Monroe Volunteer Ambulance is working closely with the American Heart Association to implement this community program.
