Last Down-town Tunnel Holed Through (July 1917)   (Site not responding. Last check: 2007-11-07)
The south headings of the Whitehall-Montague Street Tunnel underneath the East River were "holed through" on June 20 [1917], by a blast "fired" by Chairman Oscar S, Straus.
Word was flashed up from the tunnel by telephone to the waiting gathering that the blast through the 8 feet of rock which had intervened between the two headings had been highly successful and that the meeting of the two headings was, from an engineer's standpoint, a perfect one.
Thereupon the party descended to the bottom of the tunnel shaft, inspected the working of the air locks at the entrance to the tunnels and then walked through a partially completed portion of the land section of the tunnel underneath Montague Street.

Plans to connect the Chambers Street station to el service on the Brooklyn Bridge were on the books before construction of the station started, and the ceiling of the station was built especially high to accommodate such a connection, but it remained unbuilt.
After the Nassau Street line was finished in 1931 the eastern platform at Chambers Street was closed, as well as the center platform; a station mezzanine is now in the basement of the Municipal Building, and there are also some closed staircases.

 Gotham Gazette: Proposed Rail Link
The central part of the governor's plan is to construct a three mile tunnel from the Long Island Railroad's existing Atlantic Terminal in Brooklyn, under the East River and terminating at Fulton Street in Lower Manhattan.  There would also be a new 1,500 foot connector between AirTrain and LIRR tracks in Jamaica, Queens.
The LIRR service is expected to attract "up to" 100,000 riders per day; as many as 6,000 riders are expected to use the JFK connection daily.  The line could be up and running by 2013.
The governor pledged not to allow the tunnel and rail link to compete with other projects for funding.  Transit advocates, however, fear that a new tunnel will eventually compete with other projects, principally the Second Avenue Subway, for scarce dollars.
