In 1903 the Utah State Agricultural College in Logan established an experimental station in Verdure, and for thirteen years the station tested various types of dry-farming techniques and products suitable to the climate.
Monticello became the county seat in 1895 and in 1910 was incorporated as a city.
Today, Monticello still serves as the county seat, is home to the school-district offices, has an eighty-prisoner correctional facility and the district court, and it has a growing tourist industry derived from Canyonlands National Park and traffic coming from southwestern Colorado.

The Monticello Site-Specific Advisory Board and other state, county, and city organizations are participating in the analysis and decisionmaking of future land uses for the property, with a final decision expected in FY 1996.
The Monticello peripheral properties include Department-owned and private land to the north and south of the old mill site that had been leased for the stockpiling of ore. Also included are the adjoining areas where contaminants were deposited by wind or surface water along Montezuma Creek and the irrigation ditches traversing the properties.
The objective of the Monticello Vicinity Properties Project is to remediate the commercial, publicly owned, and residential properties in the City of Monticello that are contaminated by wind-blown materials and by the use of mill tailings as construction and fill materials.

There were a few white settlers in the county before 1879 but the first group to settle in the area were the 230 Mormon pioneers who first arrived in Bluff via the famous Hole-in-the-Rock trail on 6 April 1880.
As the full-scale settlement of the county progressed some of the pioneers moved from Bluff and helped to settle Blanding and Monticello where they were able to dry farm and ranch and didn't have to deal with the floods and drought in Bluff.
The population of the three major towns in 1990 was Blanding at 3,162, Monticello at 1,806, and Bluff at 250.
