Montreux Convention Regarding the Regime of the Turkish Straits was a 1936 agreement that gives Turkey control over the Bosporus and the Dardanelles.
The 1936 Montreux Convention came about due to the Turkish desire to remilitarize the Straits, which under the terms of the Lausanne Convention had been demilitarized.

At this conference, from which emerged the regime of the Montreux Convention (1936), the Soviets were able to assure passage for warships of Black Sea powers and to limit the movement of ships of other powers.

An important obligation under the Ramsar Convention is for each Contracting Party to "designate suitable wetlands within their territory for inclusion in a List of Wetlands of International Importance" (Article 2.1 of the Convention).
The text of the Convention (Article 2.2) states that wetlands should be listed according to their "international significance in terms of ecology, botany, zoology, limnology or hydrology".
Whilst it is not unreasonable to expect that a competent wetland scientist could describe the ecological character of a wetland at a particular moment in time, it is not as reasonable to expect that the extent of natural variability and evolutionary change could be described.

On the other hand, we presume that the maintenance of certain wetlands in the Montreux Record and the possible notification of this fact to the local population and the staff of the public services, who, in the current decade are making sincere positive efforts, would cause a disappointment or even greater difficulties in regulation implementation.
