Unlike Grand Gedeh, Montserrado County has homogenous population and is congested in the capital city, Monrovia, while Margibi population is mostly comprise of employees within the Firestone Plantation Company and clustered around the laborer camps, and student population of the training institutions in Kakata.
Therefore, increasing additional seats to larger counties and reduce for smaller counties was not any infrangement or an unfair practice and arbitrary decision, but to greater extent meant to bring minority groups into the main streamline of government.

For example, the NEC options for people to register and vote where they are displaced or register to vote in their county of origin is a double edge sword that may have contributed to the huge voters registration in Montserrado County, where a significant of the IDPS reside, or poor performance in the affected counties.
The County is presently represented by about seven representatives in the NTLA, but It seems to me that much was not done by them apparently because they did not politically calculate the impact of the voters registration on the County representation in the post-conflict Legislature.
There are some current Sinoe County representatives in the NTLA and aspirants, who have neither visited the County for over five years nor visited the County at all since the civil war, but claimed to be representing the interest or contesting because of the interest of Sinoe County.

County boundaries were adjusted, mainly by extending the coastal counties into the interior.

Lofa county is thought to have suffered the worst impact of the civil war and at least three quarters of its population has sought refuge in IDP camps or nearby countries.
The counties particulary affected are Lofa, Bong, Gran Gedeh, Cape Mount, Bomi, Monserado and Nimba.
The report suggests that most of the displaced have relocated to their county of origin and that those remaining are now well-integrated into the community and the prevalence rates of wasting are returning to the pre-crisis levels of February 1996.

 Liberia: No impunity for rape - A Crime against Humanity and a War Crime
She was in the refugee camp known as VOA in Montserrado County when both former government and LURD forces attacked the camp in June 2003.
A.S., from Bomi County, who was in Perry Town internally displaced camp in Montserrado County, had been raped on two separate occasions by former government forces.
B.D., aged 18, from Bomi County, was captured by LURD forces in February 2003 and forced to become the "wife" of a LURD combatant.

Earlier this month, LCL sent an assessment team to the two counties, with team members visiting Totota, Gbartala Gbarnga, Bellifinia and Gbalatuah in Bong county, and Beyan Town, Gorlue, Salayea, Zorzor, Fissebu and Konia in Lofa county.
Reports received from Grand Kru County, the southeastern region of Liberia, indicate that people are still being harassed and intimidated in the absence of UNMIL, who have not been deployed in this area.
People who fled Lofa County at the height of the war continue to be scattered around Liberia, unable to return home, as a result of lingering insecurity in their region.

An early advocate for coffee cultivation in Liberia, Russell had upwards of 8,000 coffee trees on his property in 1852, and later became a major sugarcane grower.
He represented Montserrado County in the Senate throughout the 1850s and served now and then in that association over the next two decades.
