 | | The affected university provides evidence that the proposed associate-level program may not, for reasons of required academic content, professional accreditation, or unique resource issues, be appropriately offered at any two-year college within the university’s service area. |
 | | In all cases, the Board of Supervisors of the LCTCS would be requested to make a recommendation on the proposal to ensure that it would not undermine program offerings at community or technical colleges under the LCTCS System located within the relevant service area of the affected four-year university. |
 | | Moreover, if a proposed associate-level program at a four-year university is approved by the Board of Regents during the moratorium, it would be understood that the program could later be transferred to a proximate community or technical college if circumstances changed. |
