It was created by the flooding of Glen Canyon by the controversial Glen Canyon Dam, which also led to the creation of Glen Canyon National Recreation Area, a popular summer destination.

The dam is 1,560 feet long along its crest, 300 feet thick at the base and 25 feet thick at the top.
Although the dam was not dedicated until 1966, it was able to begin blocking the flow of the river in 1963.
Owing to this dam, there has not been the periodic flooding that would wash away and renew sand banks along that portion of the Colorado River that transited the Grand Canyon.

Water flow below Morelos Dam is potential water for wetland restoration, therefore, water flow at the SIB is a good indicator of water reaching the delta ecosystem.
Now that dams upstream are filled, it is expected that periodical flood releases will be part of the normal operation of the dams during wet years.

The salinity of Colorado River water at Imperial Dam increased from 693 ppm in 1945 to 894 in 1970, decreased to 820 in 1977, was near 900 ppm in 1994, and averaged around or below 700 ppm in 1997, with steep downward fluctuations during years of flooding.
Due to a shortage of manpower and equipment, this was not always possible, and moisture from the adjacent irrigated acreage contributed greatly to the growth of phreatophytes (“water-loving” plants) in the uncultivated, non-maintained river channel.

This a natural earthen dam located 21 miles northwest of the gulf created a natural 45,000 acre flood plain that grew to 160,000 acres from the large upstream releases of the river during the 1980's.
The wetlands shrunk however to 3,000 acres after the dam was breached by floods.
Ducks Unlimited studied rebuilding the natural dam, but determined the frequency of flows was too little and the quality of water too low to justify the project.

Second, there was a sizable reduction in river flows to Mexico in 1961 because of increased storage in Lake Mead in anticipation of the closure of the gates at Glen Canyon Dam in the Upper Basin in order to store water in Lake Powell.
This increased the salinity of the water delivered to Mexico from an average of 800 parts per million (ppm) in 1960 to nearly 1,400 ppm in 1961 and to 1,500 ppm in 1962.

A group of Mexican and UA researchers has surveyed an important wetland area served by seepage by the All American Canal.
Following construction of Hoover Dam (1935) and Glen Canyon Dam (1964), little or no water flowed to the Gulf of California.
During years of excess precipitation in the watershed, as during the El Niño cycles of 1983-86, 1993, 1997-99, water is spilled from the dam system to the sea, revitalizing the delta habitats along the way.
