Moresnet or Neutral Moresnet was, from 1816 to 1919, a tiny European mini-state of about 3.5 km² that existed solely because its two large neighbours couldn't agree on who should own it, deciding therefore to make it a neutral territory where both would share control equally.
At first the territory was governed by two royal commissioners, one from each neighbour, but later Moresnet was granted a greater measure of self-administration when a mayor and a council of ten members were installed, with the mayor (also the head of state) appointed by the two commissioners.
Life in Neutral Moresnet was dominated by the zinc mine as the major employer, which attracted many workers from the neighbouring countries who supplemented the original "neutral" population, though the total population of Moresnet never exceeded 3000.

The nearest post-office in Hendrik Kapelle took care of the mail in Belgian Moresnet and was also authorised to deliver mail in the neutral territory.
A remarkable detail in the postal history of Neutral Moresnet was the emission of a series of stamps for mail within the neutral territory by the Kelmiser Verkehrs Anstalt.
Because Neutral Moresnet did not have its own post office it is difficult to recognise such old postal items.

Moresnet was no (semi)-independant state but a territory with a very special status between 1841 and the end of WW I. It was an area made of three small "communes" (municipalities) somewhere between Belgium, Netherlands and Germany (Prussia).
In the end, Moresnet was declared neutral territory in 1841 and it remained neutral until 1919 when it was annexed by one of the victorious powers: Belgium.
Germany renounces in favour of Belgium all rights and title over the territory of Prussian Moresnet situated on the west of the road from Liege to Aix-la-Chapelle; the road will belong to Belgium where it bounds this territory.

The south and east part of the area came to Prussia, the western part came to the Netherlands, while the heart was eclared as a neutral zone.

Moresnet, also called "Neutral Moresnet", was formed 1816 as a compromise between the Netherlands and Prussia, who were fighting over a zinc mine on its territory.
It was annexed by the Germans in 1915, during World War I. Its existence formally ended in 1919 when the Treaty of Versaille awarded this territory to Belgium.
One can still see many of the stones marking the borders of Moresnet, and there is a small museum in the nearby town of Neu-Moresnet commemorating its history.

Considering the BEF never got anywhere near the intersection of Germany, Belgium, and the Netherlands (where Moresnet is located) at any time in WWI, and the territory's 344 hectare size, "hyperbole" is about the kindest word I would use to describe that statement.
Presumably by 'almost Esperanto' you mean that Moresnet's version of the language was completely lacking in nouns, and the world to its inhabitants was a heterogenous series of independent acts.

At the Congress of Vienna, agreement could not be reached over which country Kelmis belonged to.
Moresnet became Dutch (then Belgian), Neu-Moresnet German, and the zinc-quarrying area in between neutral under joint administration.
Out of this Kelmis developed but did not become Belgian until 1919.
