In the Middle-earth Role Playing games, the Morgul Blades are said to have been forged in the fires of Minas Morgul by the Witch-king of Angmar and he embalmed them with his dark sorcery, but this is considered non-canonical as it does not appear outside of the role playing material.

Of course, Khamul, like any other Ringwraith apart from The Witch-king is better off with a Morgul-blade since it would give a strike he faces -1 prowess in addition to the -1 body.
This is assuming that The Fiery Blade, which states that it modifies a strike against the bearer, may modify a strike against a RW who initiates combat.
Unfortunately, The Fiery Blade is discarded after a strike against the RW fails.

I think, guarding the blades was the primary task the WK assigned to them, when sending the Wights from Angmar to inhabit the Barrows, back in TA 1640 or something...
Instead, he bravely attacked immediately, wielding his Morgul blade, having settled for bringing Frodo back, not alive, but as a wraith.
IMO, if the Morgul Blade touched the heart, or passed anywhere near it, Frodo would have become wraith immediately, or in a matter of minutes, and just followed the WK like a dog, away from his friends.
