In Hokkaido, although public park area per capita is first in the nation, it cannot be said that there are enough parks near enough to residential areas where people feel comfortable to walk.

 TIMEasia.com | Japan: Mori Takes the Helm | 4/17/2000
Mori faces many of the same problems Obuchi did when he took office: a rigid bureaucracy, bloated public debt, an absence of transparency in government and the lack of political will to take tough measures to reform political and financial institutions.
Mori's first task will be to restore some semblance of confidence in the government and its ability to solve problems.
Mori was immediately put on a short list of three candidates, according to press reports, and was picked after several meetings on Sunday, within 24 hours of Obuchi's hospitalization.

Al-Ahram Weekly | International | Where loyalties lie
Mori has climbed the ranks as a loyal party member, and his naming is widely considered to be a reward for faithful service to the party and his close relations with former Prime Minister Obuchi, rather than a decision based on his ability to serve in the post.
Mori was also selected because of his long and much-acclaimed experience; he has served in the parliament for over 30 years, having been reelected to his seat nine times.
Finally, a crucial factor in Mori's election is that he has strong links with the New Komeito party, which represents the biggest Buddhist sect in Japan and has had tremendous political influence in the country over the past decade.

Mori Arinori had a thoroughly Western perspective, perhaps the most enlightened among his contemporaries, and his approach toward Korea was refreshingly free of prejudice.
Mori pressed his point, stating it was beyond belief that China should call Korea a "dependent country" when, by its own admission, the peninsula fully managed the administration of its own foreign and domestic affairs.
Mori added that, despite the deep bitterness among the Japanese public, his utmost hope was to secure China's good offices in order to maintain peace.

Midnight Eye review: The Outsiders ('Mori To Mizuumi No Matsuri', 1958, Tomu UCHIDA)
Opening with a lengthy pan across the barren mountaintops of Hokkaido, Uchida's third film in colour, after the two parts of the jidai-geki Daibosatsu Pass (Daibosatsutoge, 1957/58) is an undeniably exhilarating visual experience, making full use of the Toeiscope widescreen format to capture Japan's northernmost territory in all its rugged beauty.
It also is of particular interest for drawing attention to the destruction of the culture and the discrimination against the indigenous Ainu people, a dwindling race faced with danger of extinction since the Japanese nation began its concerted push northwards with the government extending administration over all parts of the landmass in 1868.
The main drawing point is of course Hokkaido itself, shot beautifully by cinematographer Shoe Nishikawa, picking out the autumnal russet-tinged hues of the majestic countryside of lakes, plains and woods, as the camera glides and tracks through a series of mainly exterior locations.

Mori stated, "There can be no room at all for accepting (the two islands' reversion formula), at least at this stage." Mori also said that if there should be any official Russian proposal for the return of the two islands as part of the territorial negotiations, Japan would not agree to it.
