Most favoured nation (MFN, called normal trade relations in the USA) is a status accorded by one nation to another in international trade.
In the 1990s continued most favoured nation status for China sparked U.S. controversy because of its sales of sensitive military technology and its use of prison labor, and its most favoured nation status was only made permanent in 2000.
If a country has been given most favoured nation status by a trading partner, its exports to that partner will face tariffs that are no higher and no lower than tariffs faced by any other country that has been given most favoured nation status by that same trading partner.

Without actually affecting the practical application of MFN tariff treatment, legislation was enacted in 1998 (Section 5003 of the Internal Revenue Service Restructuring and Reform Act of 1998) to replace the term "most-favored-nation" in seven specific statutes with "normal trade relations" or another appropriate term.
MFN status of Bulgaria and the Russian Federation, restored earlier under the waiver provision, was continued in force by presidential determinations of full compliance with the freedom-of-emigration requirements (made, respectively, in June 1993 and September 1994).
Most of these had their MFN status restored within the next two years under the waiver provision of Title IV and by acceding to the U.S.-Soviet Union trade agreement of June 1, 1990, modified to apply to each individual republic.

China's MFN status with the United States could have been adversely affected by legislation, introduced but not passed, requiring prior congressional approval of U.S. support of China's admission to the WTO and the withdrawal of the United States from the WTO if China were to be admitted without U.S. support.
Thus, the MFN status in controversy and, consequently, discussed in this report is limited to nondiscriminatory tariff treatment of China; that is, the application to imports from China of the same concessional customs duty rates, agreed to by the United States in reciprocal negotiations with other trading partners.
Denial of China's MFN status would have to be implemented also with having regard of two relevant provisions of the 1979 U.S.-China trade agreement, still in force, addressing specifically the discontinuance of the agreement or of any of its provisions.

Although most favored nation clauses usually raise no competitive concerns, in this case, the clause was used in furtherance of a horizontal agreement to stabilize the reimbursement rates for retail pharmacy services.
According to the FTC's complaint, RxCare represents such a large portion of their business that most pharmacies in Tennessee would incur an unacceptable revenue loss if the MFN forced them to accept rates below the RxCare reimbursement rate on all their RxCare business.
