The bill directed the Secretary of HEW to conduct and coordinate research into the causes of air pollution and to produce a separate study on progress made in attempts by the auto industry to reduce pollution emitted by motor vehicles.
Congress directed the Secretary of HEW to establish air quality control regions, called on the states within each region to form a cooperative air pollution control agency, and permitted the Secretary to set air quality standards in regions lacking such agencies.
The motor vehicle provisions required an additional 35 percent reduction in hydrocarbon emissions and another 60 percent reduction in nitrogen oxide emissions for model year 1995.

The Motor Vehicle Air Pollution Control Act of 1965 (P.L. 89-272) required the federal government to establish standards that limit the tailpipe emissions of each new vehicle manufactured for sale in the United States.
While vehicle emission standards have become more stringent with subsequent amendments to the Clean Air Act in 1967, 1970, 1977, and 1990, the number of vehicle miles traveled has increased substantially from 588 billion in 1960 to over 1.5 trillion in 1995.
However, certified vehicles may emit greater quantities of pollutants in actual use than the program's standards indicate if the regulatory issues of gasoline sulfur levels and the relative stringency of emission standards for light trucks are not addressed, both of which are discussed later in this report.

The "traditional" air pollutants are known to be causes and/or aggravators of respiratory tract problems, eye and throat irritation, asthma, impairment of some cardiovascular functions, and lung damage to name a few.
Air Quality Criteria Documents for sulfur oxides and particulates were issued two years after the passage of the bill and criteria documentation for HCs, CO, and oxidants were not ready until 1970 and NOx criteria were not issued until 1971.
Secondly, by explicitly permitting pollution, it institutionalizes a right to pollute and destroys the idea that the environment is a sanctuary and undermines efforts to reduce pollution to the maximum extent possible in favor of reducing emissions to the point of maximum financial benefit.
