A document issued Motu Proprio is from the Pope on his own initiative, and not in response to a request or at the initiative of others.
Published 2 May 2002, an Apostolic Letter "In The Form Of Motu Proprio On Certain Aspects of the Celebration of the Sacrament of Penance." A primary theme of the Letter is that, since both guilt and repentance are entirely personal, the only ordinary way to receive sacramental absolution is after individual confession.
Published 25 March 1993, this Apostolic Letter, issued Motu Proprio, united the Pontifical Council for Culture with the Pontifical Council for Non-Believers in a new Pontifical Council for Culture.

A motu proprio is a papal rescript in which the clause motu proprio (Latin, "of his own accord") is used, signifying that the provisions of the rescript were decided by the Pope personally and not by a cardinal or other advisors.
It is normally in the form of a decree, resembling a papal brief except that it is not sealed and countersigned.
A motu proprio rescript begins by giving the reasons for issuing it, and continues to describe the law or regulation being made or the favour granted.

The phrase motu proprio is frequently employed in papal documents.
One characteristic result of its use is that a rescript containing it is valid and produces its effect even in cases where fraud would ordinarily have vitiated the document, for the words signify that the pope in granting the favour does not rely on the reasons alleged.
When the clause is used in dispensations, the latter are given a broad interpretation; a favour granted motu proprio is valid even when counter to ecclesiastical law, or the decisions of the pope himself.

The notice, published on the web site of the Genoa archdiocese on November 27, does not specifically confirm the widespread reports that a motu proprio is imminent.
The statement from the Genoa archdiocese seems to be an effort to prepare the faithful for the appearance of the motu proprio, deflecting the criticism that Pope Benedict intends a repudiation of the liturgy of Vatican II.
