Standard time within each time zone is an integral number of hours offset from a time scale called Universal Time, Coordinated (abbreviated UTC), maintained by a large number of very precise "atomic clocks" at laboratories around the world, including the U.S. Naval Observatory.
History of Standard Time in the U.S. Standard time in time zones was instituted in the U.S. and Canada by the railroads on 18 November 1883.
Standard time in time zones was not established in U.S. law until the Act of March 19, 1918, sometimes called the Standard Time Act.

Arizona does not observe Daylight Saving Time, a period of time between April and October in which the rest of the Mountain Time Zone keeps time by subtracting six hours from UTC (UTC-6.) However, the Navajo Nation, the bulk of whose area is within Arizona, observes Daylight Saving Time throughout its territory.

It is the policy of the United States to promote the adoption and observance of uniform time within the standard time zones prescribed by sections 261 to 264 of this title, as modified by section 265 of this title.
For the purpose of establishing the standard time of the United States, the territory of the United States shall be divided into eight zones in the manner provided in this section.
Within the respective zones created under the authority of sections 261 to 264 of this title the standard time of the zone shall insofar as practicable (as determined by the Secretary of Transportation) govern the movement of all common carriers engaged in interstate or foreign commerce.

Standard Time grew out of the need to create train schedules so that the trains could run "on time." Standard Time Zones were established which covered approximately 15 degrees of longitude.
The concept of Daylight Saving Time can be traced back to Ben Franklin and his calculation that French shopkeepers could save one million francs per year on candles if they would reset their clocks to take advantage of more daylight hours during certain times of the year.
Notwithstanding any other provision of law to the contrary by the United States government relating to adoption of daylight saving time by all of the states, the state of Arizona elects to reject such time and elects to continue in force the terms of subsection A, relating to standard time in Arizona.

There is a nice little mountain town nearby called Sylva that has some saving grace amenities, like the newsstand Copes featured above- one of my nice students tipped me off to it.
As an explanation it was pointed out even though they are in the mountains, they felt very crowded in, and good luck in ever seeing a sunrise or sunset.
I looked out the window and it was true, the tree covered mountains fill up the entire horizon with just a small sliver of sky decipherable.

MST is the same time as Central Standard Time.
It should be an hour earlier (it says 5:45 but should be 4:45).

The activists here at standardtime.com have a modest proposal to end daylight saving time that will reap large benefits in addition to ending the semi-annual changing of the clock.
It has not escaped our notice that in the United States, Eastern standard time is the same as Central daylight time and Mountain standard time is the same as Pacific Daylight Time.
Thus, we propose that The Pacific and Central time zones remain on permanent daylight saving time, and that the Mountain and Eastern time zones remain on permanent standard time.
