 J&K: Forward to the Past?
Sayeed was Home Minister in the ill-fated V.P. Singh regime that came to power at Delhi in December 1989, and, to those unfamiliar with the facts, such experience may suggest strong qualification to deal with the problems that plague JandK.
Sayeed has also declared that terrorists in custody for 'minor crimes' would be released, and that a 'political process' involving negotiations with all extremist formations in JandK would be initiated.
Sayeed's pronouncements and the Common Minimum Programme of the PDP-Congress alliance also reflect a significant measure of Kashmiri parochialism, and incline to a neglect of the Jammu and Ladakh regions, proclivities that will deepen divisions and perceptions of a regime that seeks to appease only the most radicalised elements of the population.

But Sayeed lost the elections from Bijbehara in 1977 and 1983, on both occasions to the N.C. Sayeed's wilderness years, at least as far as State politics was concerned, had begun.

What Mufti and his government did was that they did not re-arrest them in the court compound like the previous government had done.

Mufti Mohammad Sayeed-led PDP-Congress coalition in J&K has revived the people's faith in democracy
We the undersigned believe that the Mufti Mohammad Sayeed-led PDP-Congress coalition in J&K has revived the people's faith in democracy and peace in all three regions of the State by effectively combating the politics of violence and terror through a "healing touch policy".
Despite Mufti Sahib's readiness to step down as CM, in accordance with the power-sharing agreement made in 2002, India’s national interest would be best served by his continuance in office as Chief Minister so that he can consolidate the forces of peace, democracy and development that have been set in motion.
We therefore appeal to the Congress leadership to let Mufti continue undisturbed in the larger interests of India and the enlightened self-interest of the Congress itself, which would gain credibility by such an act of self-abnegation.
