The events of April 18 in Mukachiv remain upsetting not only because lawmakers were beaten and voting urns stolen, but because those actions were an affront to the most basic democratic standard: the ability to vote freely and openly.
The events in Mukachiv showed that the presidential election campaign in Ukraine this year, as well as the vote itself, could well be as fierce and uncontrollable as the country's president, Leonid Kuchma, had predicted.
Kuchma tried to distance himself from what had transpired in Mukachiv, perhaps only because one of the key players in the debacle was Viktor Medvedchuk, currently the president's chief of staff and a person who has shown a great ability to use the presidential administration for his own purposes.

 Fraud charged in Mukachiv mayoral election; opposition demands resignations of top officials (04/25/04)
KYIV - A vote in the Verkhovna Rada on April 21 fell short by six votes of the necessary 226 votes on a motion that called for the resignation of the head of the presidential administration, Victor Medvedchuk, Minister of Internal Affairs Mykola Bilokon and Chairman of the Zakarpattia Oblast Administration Ivan Rizak.
The motion was precipitated by the overall conduct of the mayoral elections in Mukachiv, where nearly 34,000 citizens cast their ballots on April 18.
The elections in Mukachiv had been labeled by some as a litmus test for the state of democracy in Ukraine, and it has turned out to be one, with many fearing that a similar situation may play itself out during the upcoming presidential election in the fall.

In the wake of the Red Army’s occupation of Carpatho-Ukraine in October of 1944, a communist-dominated People’s Council of Carpatho-Ukraine (NRZU) began to take over the running of the region, including postal affairs.
In addition to the supplying of postage stamps, the NRZU also machine overprinted remaining supplies of Hungarian postal cards in three locations: Uzhhorod, Mukachiv, and Berehove.
The overprinting apparently took place at all three locales about the same time as the Uzhhorod stamp overprints (see Chapter 7); a date of 10 February is commonly cited.
