Muleta was the president and CEO of Source 1 Technologies LLC, a privately held systems integration firm based in Washington, D.C. He was also a cofounder of OI Systems Inc., a Washington-based management-consulting firm.
Muleta worked at PSINet, Inc. from 1998 to 2000, where he held the position of president for PSINet Ventures Inc. and, prior to that, was president of PSINet's Global Facilities Division and president of its India, Middle East and Africa Division.
Muleta served in a variety of positions in the FCC, including the Deputy Bureau Chief in the Common Carrier Bureau and Chief of the Enforcement Division of that bureau.

John Muleta leaned on the technology he oversees when he and Robert Pepper, an adviser to FCC Chairman Michael Powell, got stuck in the gondola Monday.
Muleta said the 911 operator apparently did not have the latest "enhanced" 911 technology and could not locate him precisely, even though his cell phone uses global positioning technology.
Shortly before he left for the gondola trip, Muleta said in an interview that the FCC is studying how to accelerate the deployment of E911 service, which can more precisely locate callers.
