I'd prefer if Mulhorand were to retake their old holdings in their entirety and then shock everyone by turning evil or something of that sort.
It really wouldn't be hard to agitate the citizens of Unther against Mulhorand, particularly if Eric's description of Mulhorand invasion strategy produces a stream of exiles who decry Mulhorand's policy of "stealing land" from the people of Unther to give it to their nobles.

Mulhorand is more like a theocracy with the oeconomic system of the old SSSR - all productive means are in the hands of the various temples - rigourosly re-educating the people of old Unther in the conquered territory after driving out or killing the old upper class.
The party was originally coming to Unther at the request of a PC that was native to the country and planned to drive out the invaders, but the group kinda switched sides almost unwillingly while infiltrating the establishement.
After a year one PC is now a respected priestess (converted and multiclassed) and the rest of the group are considered heroes of Mulhorand after their fights against the Red Wizards, pirates, raiders and rebels.

Mulhorand, possibly the single most dynamic political entity on Faerun, and Unther, an entire campaign waiting to happen, get ONE page each.
Finally, this seems like a book of things past; Mulhorand and Unther are still living empires, and as such may make it into a region book in the future.
Personally, however, I think that the motivation for Mulhorand's change from a slumbering giant to a vigorous theocracy is pretty well explainable by the Time of Troubles and the realization of the god-kings that the world can come to crashing change around them.

House Vlaadam is House Nepthia (descended from Nephthys), a royal family that has had the poor sense to intermingle and interbreed with fiends.
The fact that that part is still at war, makes it a bit easier for me to explain why the clergy of Mulhorand just does not call in their divine arsenal.

From their very beginnings, the people of Mulhorand used the Egyptian pantheon as their own; the pantheons of Mulhorand and Unther are the only lands where worshipers venerate families of deities in the Realms.
