Diplomacy is only one of a set of tools available to a country in the pursuit of its foreign policy.
Diplomacy operates within a matrix of actions and of interests which collectively determine a country’s foreign policy objectives and affect the achievement of these objectives within the community of nations.
Small state diplomacy is characterised by the relative importance that some of the standard factors and conditions which affect diplomacy everywhere, and especially physical, geographical and economic constraints and vulnerabilities, assume in both the definition, as well as the pursuit of policy goals.

Multilateral diplomacy sees Mission staff engaging with many different countries and organisations, and while maintaining their national interests, the collective interest of the community of nations as a whole is shared.
This is consistent with New Zealand’s internationalist tradition, based upon a strong commitment to upholding the universality and indivisibility of human rights, as embodied in the Universal Declaration and the six core international human rights treaties.
This multilateral focus also reflects the reality that the most effective way in which a small country like New Zealand can pursue its human rights interests and exercise influence internationally is by working in concert with like-minded countries.

It was a privilege to have participated in the first of UNITAR’s e-courses on multilateral diplomacy.
Most of my work, if not my entire work is premised on diplomacy, and at my current duty station I attend meetings on a daily basis, negotiate and do everything that the course covers, but the most important thing is that now I am well informed and prepared.
This e-learning course is very useful for me and has increased awareness and understanding the mechanics and working methods of multilateral conferences and diplomacy.

The Multilaterals Project, begun in 1992, is an ongoing project at The Fletcher School, Tufts University, Medford, Massachusetts to make available the texts of international multilateral conventions and other instruments.
Although the project was initiated to improve public access to environmental agreements, the collection today also includes treaties in the fields of human rights, commerce and trade, laws of war and arms control, and other areas.
