In systematic sampling there is the danger of order bias: the sampling frame list may arrange subjects in a pattern, and if the periodicity of systematic sampling matches the periodicity of that pattern, the result may be the systematic over- or under-representation of some stratum of the population.
Repeated systematic sample has the side benefit that the variability in the subsample means for a given variable is a measure of the variance of that estimate in the entire sample.
Technically, cluster sampling is where all subjects at the lowest hierarchical level (ex., all students in a school) are sampled for each primary sampling unit (PSU's, which are the second-lowest hierarchical level, such as schools or Census blocks), whereas multistage sampling is where only a random sample of lowest hierarchical level subjects are selected.

Abstract: Objective: To examine the trade-offs inherent in selecting a sample design for a national study of care for an uncommon disease, and the adaptations, opportunities and costs associated with the choice of national probability sampling in a study of HIV/AIDS.
Factors contributing to the substantial cost of such a design include the need to develop a sampling frame, the problems associated with recruitment of providers and subjects through medical providers, the need for buy-in from persons affected by the disease and their medical practitioners, as well as the need for a high participation rate.
Conclusions: Multistage probability sampling through providers can provide unbiased, nationally representative data on persons receiving regular medical care for uncommon diseases and can improve the ability to accurately study care and its outcomes for diseases such as HIV/AIDS.
