The Munich conference was convened following a prolonged crisis involving the political status of the German minority in Czechoslovakia and was preceded by intense negotiations, primarily between British Prime Minister Neville Chamberlain and German chancellor Adolf Hitler.
On the face of it, therefore, the Munich conference was a victory for Chamberlain's initiative and his insistence that the partition of Czechoslovakia be implemented by means of an international agreement.
The difference was that at Munich an international commission was set up to supervise the transfer of territory and the plebiscites that were to be held in additional areas, and that the new borders were to be guaranteed by the four powers participating in the conference.

The Munich Agreement was an agreement regarding the Sudetenland Crisis between the major powers of Europe after a conference held in Munich in Germany in 1938 and signed on September 29.
The purpose of the conference was to discuss the future of Czechoslovakia and it ended up surrendering much of that state to Nazi Germany.
Because Czechoslovakia was not invited to the conference, the Munich Agreement is commonly called the Munich Dictate by the Czechs.

Sharon’s reference to the Munich Conference of 1938 – where the British Prime Minister Neville Chamberlain disastrously attempted to satisfy Adolf Hitler’s territorial ambitions – was scarcely a novel one in the annals of recent diplomatic history.
The problem with this “lesson of Munich,” however, is that it is predicated upon the “Great Betrayal” interpretation of the 1930s, and thus draws specious conclusions with respect to the utility of appeasement as a diplomatic tool.
Yet, by this stage, Johnson was focussed on a second aspect of the “lesson of Munich”: that Chamberlain is remembered by history solely for his “losing Czechoslovakia.” In light of this, Johnson refused to be remembered for his “losing Vietnam” and thus declined to withdraw American troops.
