While springs typically represent a source of high water quality and often sufficient supply for a residence or a remote commercial lodge, removal of this water deprives the environment of stream flow during the summer months, when there are no rains to engender run off and corresponding stream flow.
Water quality tests should always be conducted in advance of the final potable water system design to ensure that needed contaminant mitigation systems are in place.

However, past exposure to contaminated groundwater from municipal and private water supply wells is of concern, as the consumers of these water supplies may have been exposed to a variety of carcinogenic (tetrachloroethylene) and noncarcinogenic (1,2-dichloro- ethylene and 1,1,1-trichloro-ethane) VOCs for a number of years.

 LCRA: Water: Managing Water Supply
LCRA uses the lakes and river as a system to conserve and convey water supplies according to a plan developed by water supply experts and approved by the state of Texas.
Following this water management plan makes it possible to supply drinking water for about 650,000 people, as well as water for industry, energy, and recreation; for irrigating rice and other crops; and for preserving a healthy ecosystem along the lower river and in Matagorda Bay.
Water is released from the lakes when springs and tributaries that feed into the lower river do not provide enough to meet downstream needs, including the need for fresh water in Matagorda Bay on the Gulf Coast.

Waterborne Outbreak of Gastroenteritis Associated with a Contaminated Municipal Water Supply, Walkerton, Ontario, ...
Of the 1,346 reported cases identified, 1,304 were considered to be primary (exposed to Walkerton municipal water), 39 were secondary (exposed to a primary case and not to Walkerton municipal water), and three were unclassified.
Mapping of the cases in Walkerton by location of residence confirmed the widespread nature of the illnesses and supported the hypothesis that municipal water was the cause of the outbreak.
This study also found that despite the Boil Water Advisory and extensive publicity, a small portion of the residents in Walkerton continued to expose themselves to the water through various routes, including brushing teeth with the water and occasionally drinking it.

Privatizing Infrastructure: Options for Municipal Water-Supply Systems   (Site not responding. Last check: 2007-11-01)
The problems that plague municipal water-supply systems become especially significant when it is realized that—unlike gas, electric, and telecommunications utilities—the majority of water-supply infrastructure is owned and operated by municipal governments and hence does not face any form of competition to improve performance.
Underpricing of municipal water services explains the inability of these systems to provide reliable water supplies and to be able to finance the investment needed to meet environmental standards.
In Boston, for example, where ratepayers face water and sewer bills averaging about $545 in 1993 to pay for the estimated $6.1-billion harbor sewage cleanup, the city water supply system's rate of leakage is 27 percent.

The DJB loses about 30-40 per cent of treated water during distribution and is only able to treat and supply about 60 per cent of the raw water it receives which compares unfavourably with the 80-90 per cent international standard.
It needs emphasis that DJB has reached its maximum installed capacity for water treatment which means that, even if it receives additional raw water to make up for shortfall, it would not be able to treat it unless substantial additional investment is made in increasing treatment capacity and efficiency.
In the absence of proper water supply and effective regulation, groundwater is now the source of an estimated four-fifths of domestic water supply in rural areas, and around half that of urban and industrial areas, much of this being supplied by rich landowners.
