Municipal fees are prescribed on land and real estate on the basis of the quality and nature of utilization of such land or real estate in accordance with the categories and classification in force at the time of application of this code.
Municipal fees shall be paid by the person occupying the premises, whether such person is a Bahraini citizen or a foreign resident unless there is an agreement to the contrary between the land lord and the person occupying the premises.
Municipal fees may be allowed wholly or partly for humanitarian considerations upon the application of the defaulter, to the relevant Municipality after ascertainment of the correctness of the reasons thereof and after the fulfillment of the necessary social studies of the situation.
