The capitol of Coahuila and Texas was fixed at Saltillo and here this first congress, under the decree of May 7, 1824, held its long session.
The government of the municipality was vested in a board called the ayuntamiento elected by the citizens of the municipality.
The Alcalde was the official head of the municipality, and received and promulgated all public documents received from the political chief.

The new secretary general for the municipal PAN organization, Juanita Luna de Arrieta, asserted that dissidents within the PAN "damage the party" because they go beyond reasonable limits, polarize excessively, and are "either sick or infiltrators." Expressing concern for the feelings of those ousted in the assembly, she stated, "we are not deeply divided.
Municipal treasurer Antonio Fernandez also accused the legislature of political motivations, and asserted that problems with the 1995 accounts were "miniscule," amounting to nothing more than personal opinions.

 Tejano Origins in Mexican Texas
It is necessary to consider the evolution of the statehood of Texas under the Mexican republic and the legacy of Tejano statesmen.
One of the most important facets of Tejano life was the Mexican form of local government which prevailed in the years between the consummation of Mexican independence in 1821 and the Texan Revolution in 1836.
As Tejanos adjusted to their status as a department of Coahuila y Texas, they participated in writing the colonization laws that invited Anglo-Americans into Texas, and they committed themselves to an unfavorable status in Mexico.
