municipalities in Denmark   (Site not responding. Last check: 2007-09-18)
The reason why the analyses are not based on the 1998 accounts, but on the 1996 accounts is that the municipal sector has in the past few years adopted various »creative« innovations under which municipalities sell their supply utilities, properties and/or institutions to private companies and then lease back the buildings from the purchaser.
And as depreciation is still not recorded in the municipal chart of accounts and the analysis must therefore be limited to an analysis of operating economies of scale, these innovations distort the operating differences between the municipalities.
It cannot be finally decided whether the least expensive municipalities are the most efficient or those having the lowest service level, but based on the analyses it can be calculated that through amalgamation of municipalities to municipalities with 30,000-50,000 inhabitants, it will be theoretically possible to save approximately DKK 750 million.
