Municipios does translate into the word municipal, but it does not meet the same definitions as the US use of the word "municipal", by which we mean the individual government councils that run villages, townships, towns, and cities in most states.
The Municipio's power to provide public services, legislate, and to levy taxes is very limited by the state and national constitutions in Mexico.
In Mexico, the problem is compounded when a city is in a Municipio and a state with the same name like Durango AND including word like 'city', 'county', 'municipio', or 'state' in the search statement doesn't always help.

 Federico Besserer
When Mexico was born as an independent country in 1821, large political entities were drawn in Oaxaca to create the municipios, but, small indigenous communities with local social ties, communal ownership of their land, and local government systems opposed the creation of the larger municipios designed under the new constitution.
Fearing that this larger municipios could be the political hideout for the colonial political elite, small communities refused to integrate into them forcing the XIX mexican government to grant the often tiny communities with the status of municipality and establishing their land limits as the territorial boundaries of the new political entities.
For example, two villages, geographically distanced and with little relation within the municipio, can have a strong relation in one of this centers of the community in Northern Mexico or in the U.S. The small villages in Oaxaca, can also be considered a multi-local demographic unit, given the multiplicity of sites where their population migrate.

 Mexico
Seismic activity occurs in many areas of Mexico, but it is of greatest concern along the active subduction zone on Mexico’s southwestern coast.
One critical attribute of these events is their ability to cause substantial damage in Mexico City, due to a phenomenon known as the "Mexico City effect." Long-period seismic energy is amplified 5-20 times by Mexico City soil, which consists mostly of reclaimed, water-saturated lakebed deposits.
This effect, coupled with the extraordinarily high concentration of exposure in Mexico City, raises earthquakes of this profile to the top of the list for catastrophe risk in Mexico.
