  JewishEncyclopedia.com - MUSAF:
In the Musaf for the New-Year three series of benedictions are added, which are known by special names, "Malḳiyot," "Zikronot," and "Shofarot." The chief characteristic of the Musaf tefillah is the emphasis which is laid upon the restoration of the Temple and of the sacrificial cult.
The Musaf tefillah for the New-Year is the longest in the liturgy.
The Musaf tefillah for the Day of Atonement begins in the same way as that for the New-Year; but after the Biblical selection in which the additional sacrifices for the day are given a prayer for the forgiveness of sins is recited.

The basic requirement is to blow three warbling notes, each preceded and followed by a simple ("straight") note; but because the definition of the warbling note is uncertain, it is customary to blow three different versions of this pattern (see 585:2;588:2-4;590:1-2).
The MUSAF AMIDAH should not be recited until after the third hour of the day; see 591:8.
When the leader repeats MUSAF, the SHOFAR is blown at the end of each of these three blessings; see 592:1-2.

In the winter, in the second blessing of the Shemoneh Esreh, we recite mashiv horuach umorid hagoshem, [praising G-d, who "causes the wind to blow and the rain to fall"].
On the festival, a sick person who prays alone at home, and similarly, those who live in villages where there is no minyan, should wait to recite musaf until the time when they are sure that musaf has been recited in the cities.
Mashiv horuach umorid hagoshem is recited until musaf of the first day of the holiday of Pesach; i.e., the congregation and the chazon recite it when they recite the Shemoneh Esreh in a hushed tone.

According to the ruling of Rabbi Yosef Caro (Shulchan Aruch, Orach Chayyim 591:2), "The simple custom among all the Sephardim is not to mention the verses of the additional sacrifices at all," for the chachamim suspected that people would confuse the wording of the verses due to the rarity of the holidays (Mishnah Berurah ibid).
As the Temple has been destroyed, we must clarify why we have to mention the sacrifices which were meant to atone for the defilement of the Temple and its holy articles.
They are therefore not mentioned in Parashas Pinchas with the additional sacrifices for the holidays and are not mentioned either in the Musaf prayer on Shavuos, though that goat did indeed serve as an atonement.

INSITES OF THE DAY - Shevuos, Daf 2
The Mishnah then teaches that the Se'ir Musaf (the Se'ir ha'Na'aseh b'Chutz) of Yom Kipur, together with the day of Yom Kipur, provides atonement for a person who became Tamei without realizing it and then entered the Mikdash, and later it was brought to his attention that he was Tamei when he entered the Mikdash.
According to Rebbi Shimon, the difference between the Musafim is that the Musaf designated for one part of the year provides a different atonement than the Musaf designated for another part of the year.
Consequently, the Musaf of Yom Kipur should be able to be offered as the Musaf for the Regel or Rosh Chodesh, since the Kaparah that the Musaf itself provides is the same regardless of when it is offered.

Reciting Musaf At The Time Of Divine compassion - Rosh Hashanah
If an individual recites Musaf on Rosh Hashanah in his home, he should not do so during the first three hours of the day, for that is a period of Divine judgment, when God is angered by the idolaters who engage in their idolatry at this time.
It was taught in the name of R. Meir: At the time when the [gentile] kings place their crowns upon their heads (at the third hour o f the day, when kings arise) and bow down to the sun, God immediately becomes angry.
Yosef taught: An individual should not recite Musaf during the first three hours of the day on Rosh Hashanah, for during those hours the Divine judgment is stern and it is possible that an individual's actions might be scrutinized then and severe judgment passed.

The Universal Prayer in the Musaf of Rosh Hashana
Whereas the national worshiper seeks to find his personal salvation in the salvation of his people and addresses the God of Israel, the universal worshiper addresses the Lord of the universe and asks Him to be concerned with the entire world.
In light of these general remarks about Jewish prayer, it is worth looking into the Musaf (additional prayer) of Rosh Hashana, a prayer that differs in a number of ways from the rest of the prayers, and its universal approach.
This approach of the worshiper on Rosh Hashana is seen as continuing the vision of the prophets of Israel who prophesied unto all the nations and not just Israel; likewise it continues the Scriptural idea that the Lord is the Judge of the whole earth.

A. Musaf means “added” or “addition” in Hebrew, denoting the extra Tefillah added to the Shabbat and holiday services.
Although it may be prayed anytime during the day, Halachah prefers that Musaf be recited immediately after the Torah reading, which, on Shabbat and holidays, is right after Shacharit.
Since the Musaf sacrifice cannot be offered today, because there is no Temple, we pray the Musaf tefillah instead, which—you guessed it—talks about the Musaf sacrifices and how we long for Moshiach, when we’ll be able to offer the Musaf again.

The word means "addition." We naturally think it refers to the musaf sacrifice, or the musaf prayer (which is in place of the musaf sacrifice), and hence a fast day is not included; but the gemara suggests that perhaps it refers to any addition to the prayers.
Question: In nine out of ten cases, at least, the word musaf refers to the sacrifice or the corresponding prayer.
I think that the reason the gemara is willing to entertain the possibility that a fast day is called a day that has a musaf, because of the additional beracha in shemona esrei, is because the gemara wants to know why the mishna bothers to formulate a rule for when there are four olim.

If they forgot to announce "mashiv haruah umorid hagashem" before musaf, the hazan or someone else from the congregation should hurry in their silent prayer, and should say in a loud voice "mashiv haruah umorid hagashem," after which the congregation can say it as well.
