In 1997 the Dutch government issued an international arrest warrant for Bouterse, claiming that he organized a drug ring that smuggled large amounts of cocaine into the Netherlands.
Suriname, which has no extradition treaty with the Netherlands, refused to surrender Bouterse to the Dutch and claimed the charges were politically motivated.
Bouterse was sentenced in absentia for drug smuggling by a court in The Hague, Netherlands, in June 2000.

The Republic of Suriname, more commonly known as Suriname or Surinam, (formerly known as Netherlands Guiana and Dutch Guiana) is a country in northern South America, in between French Guiana to the east and Guyana to the west.
Though Dutch traders had established several colonies in the Guyanas region before around 1600, the Dutch did not gain full control of what is now Suriname until the Treaty of Breda, which marked end of the Second Anglo-Dutch War.
In 1883 native people of Suriname were taken to Amsterdam and placed in Human zoos for the International Colonial and Export Exhibition, held behind the Rijksmuseum.

A given music may be neither traditional nor popular in the conventional sense, but rather may vary along a stylistic continuum, the points of which connect not only to one another but to a variety of rural and urban, local and global, traditional and commercial contexts and fields.
This way of conceptualizing distinctive but cognate musical forms—as socially situated points along stylistic continua rather than as separate, self-contained traditions—is likely to prove equally useful in other parts of the Afro-Atlantic world where major political and economic confrontations and transformations have been eroding the boundaries between the old and the new.
