 Mutara Nebula - Memory Alpha
The Mutara Nebula is an interstellar dust cloud located in the Mutara Sector.
It is unclear if the entire nebula was consumed in the detonation (images from the Enterprise's escape suggest part of it survived).
Also unclear is how the Mutara Nebula relates to a Mutara-class nebula.

 Talk:Mutara Nebula - Memory Alpha
Is the Mutara Nebula a Planetary Nebula or an Emission Nebula?
If the Mutara nebula is one of these two types of nebula, I'd say that it's almost certainly an emission nebula.
An emission nebula tends to be distinctly red in colour and most importantly, emission nebulae are composed of highly ionised gases, much like the Mutara nebula.

Genesis Device - Wikipedia, the free encyclopedia
It was introduced in Star Trek II: The Wrath of Khan, and we discovered that unlike existing terraforming methods, it could terraform an entire planet in hours.
At the end of the film, we see the device detonating and forming a new, habitable world from scratch, out of the gas and dust of the Mutara Nebula.
It was never intended to be used in a nebula, and never intended to be required to build an entire star system from scratch.

Later in Astrometrics, Seven tells the Captain that that nebula extands for at least 110 light years, meaning it would take at least a month to get through it and more than a year to go around it.
The first few days through the nebula are uneventful and Seven develops a efficient routine of maintaining the ships systems and monitoring the crew.
When the Neelix hologram comes over to try and get Seven to join the fun, Seven decides the program may not be a complete waste of time after all, and asks Neelix, who has some knowledge of warp field theory, to assist her.

If the Mutara Nebula was perhaps a star system that failed came into being, the explosion of the Genesis Device might have triggered the final process to create a star and a life-supporting planet.
Of course, the odds of such a device turning a nebula into a star and a life-supporting satellite in a matter of minutes or hours is too astronomical to begin with, but we are dealing with the Genesis Device--which may have been condemned after Star Trek IV for being man's attempt to play God...
All evidence in Star Trek II points out that the detonation of Genesis within the Mutara Nebula was totally an accident, and the formation of the Genesis planetary system unexpected.

Not only did it form a planet out of the gaseous or plasma matter of the Mutara Nebula, also this planet was immediately turned into a Class-M world and, moreover, even life was created from inanimate matter ("Star Trek: The Wrath of Khan").
Entropy considerations forbid the shown sequence of events, and it was not controlled from outside, either.
At least the instability of the planet in the subsequent movie "Star Trek: The Search for Spock" is plausible in this respect and attributed to the explosion of the device within the Mutara Nebula instead of a planet surface.
