Mutitjulu in Australia's Northern Territory (25°20′S 131°04′E) is an Indigenous Australian community adjacent Uluru (also known as Ayers Rock) in a world renowned tourist area, the Uluru-Kata Tjuta National Park.
Much of the economy of Mutitjulu comes from tourism at Uluru and nearby Yulara, a proportion of which is funnelled back to the local economy.
The level of English literacy by Mutitjulu residents is much higher than in most Indigenous Australian communities primarily due to the exposure to tourists from Uluru.

As Mutitjulu residents struggle daily to come to terms with substantial economic and social difficulties, they find their culturally-based forms of social and cultural capital are being undermined by external factors seemingly beyond their immediate control.
The failure to adequately address welfare dependence and major community problems of substance abuse, family breakdown, domestic violence, and low levels of education is viewed by Anangu (local Aboriginal people) as directly contributing to a noticeable deterioration in the wellbeing of individuals, their families and the community at large.
The Mutitjulu Community Council has formally decided to proceed with the development of a Community Participation and Partnership Agreement (the 'Mutitjulu Agreement'), in partnership with government and other stakeholders, as one means to begin addressing these matters.

Mutitjulu, the Aboriginal community at the base of Uluru, should not be classified by Centrelink as a remote area, and activity tests should be applied to people there getting unemployment benefit when in nearby Ayers Rock Resort some 1500 jobs are filled mainly from interstate and overseas.
Mr Andrews argues that Mutitjulu's location within the Uluru Kata Tjuta National Park and its proximity to the Ayers Rock Resort give residents access to jobs "many of which are suitable for people with low literacy and numeracy skills".
The park and the community council are the main employers of Mutitjulu residents.

Residents of the mostly Aboriginal community of Mutitjulu, next to the rock, have accused management at the nearby resort town of Yulara of racial discrimination, with refusals to allow them full access to its shops and facilities.
Earlier this year Mutitjulu residents complained of discrimination when they were refused access to the Yulara swimming pool.
Even off tape he refused to explain the decision to deny Mutitjulu residents any privileges at the local stores, but admitted the company's reconsidering its stance and may soon extend the privileges to Mutitjulu.

Mutitjulu CEO Wayne Howard says about 60 people Ð roughly half of the adult population Ð are on the dole.
None of the students are from Mutitjulu, although Mr White says that is only because of age.

Summary Information: In early 2002 the Aboriginal and Torres Strait Islander Commission (ATSIC) commissioned a consultancy to undertake research with a view to developing a Community Participation Agreement for the Mutitjulu Community Council and residents.
The resultant Mutitjulu Community Participation and Partnership Agreement Report suggests that a '5-10 year commitment is necessary for the Community Participation Program model to make any inroads on the current situation.
The Report identified as key issues: the lack of coordination, planning and service delivery by government, and intergenerational welfare dependency and the existence of a multiplicity of governance structures.
