The Foreign Assistance Act of 1961 that was enacted as a result of the legislative process begun by President Kennedy was a relatively concise document that recognized the economic and political principles expressed in the President's transmittal message.
Conceptually set-up in the fall of 1960 by the Act of Bogota and confirmed by the Charter of Punta del Este (Uruguay) in early 1961, the Alliance was a hemisphere-wide commitment of funds and effort to develop the nations of the Americas.

The Mutual Security Act was modeled on the Marshall Plan, a post-World War II economic aid plan that had helped European nations rebuild after the war.
It was hoped that funds and technical assistance provided by the Mutual Security Act would help those countries develop their economic potential along capitalist models and thereby discourage them from succumbing to communist influence.
In his announcement after the signing, Truman addressed the fear that the Mutual Security Act would only aggravate the arms race with the Soviets.

Each Government will offer for return to the other, in accordance with terms, conditions and procedures mutually agreed upon, equipment or materials furnished under the present Agreement, except equipment and materials furnished on terms requiring reimbursement, and no longer required for the Purposes for which it was originally made available.

 History of the Nastional Security Council 1947-1997
The National Security Act of July 26, 1947, created the National Security Council under the chairmanship of the President, with the Secretaries of State and Defense as its key members, to coordinate foreign policy and defense policy, and to reconcile diplomatic and military commitments and requirements.
The National Security Adviser was downgraded, and the Chief of Staff to the President exercised a coordinating role in the White House.
The function of the NSC as outlined in the 1947 act was to advise the President on integration of domestic, foreign, and military policies relating to national security and to facilitate interagency cooperation.

The military assistance program becomes the means by which the ST may, whenever it finds or suspects "communist-inspired subversive insurgency", increase its role in the armed forces and political organizations of the host country until the trouble becomes an outbreak of open hostility.
They are a key element in the maintenance of internal security and are largely determinant of whether stability or instability characterizes the routine of government.
In describing the role of the local army, it said: "The maintenance of internal security constitutes a major responsibility of these armed forces, whether assigned directly or not." In other words, if this role were not given to the army, it was suggested that the army would take it over.

The National Security Act of 1947 mandated a major reorganization of the foreign policy and military establishments of the U.S. Government.
In 1949 the act was amended to give the Secretary of Defense more power over the individual services and their secretaries.
The function of the Council shall be to advise the President with respect to the integration of domestic, foreign, and military policies relating to the national security so as to enable the military services and the other departments and agencies of the Government to cooperate more effectively in matters involving the national security.
